Level Val to level 4 and make sure you have her enslaved and in her Bimbo form.

Go speak to Ms. Rack and lie about why she's changed. 

Level Val to level 14 and speak to Ms. Rack again. In the next scene, cast Flirt on her. Choose either option and then cast Boost.

Speak to Ms. Rack again (still with a Bimbo Val) for a lengthy scene. At the end of it, choose to fix Ms. Rack. Change Val back to her Bimbo Personality and speak to Ms. Rack again.

Another lengthy scene triggers and you've now completed the Bimbo World route, which leads either to a NG+ or letting you load your latest savefile.
