There's no character called Ms. Rick, so I will assume that's a typo and meant to say Ms. Rack.
Tiff is Dr. Tiff. Not Ms.
Val: She doesn't actually provide testimony. She just needs enough Trust to NOT fuck you over, regardless of your choices in the game. If you have enough Trust, she'll always give good testimony.
At the start of the scene, Drape removes any trust potions you used on Val and drops her Trust by 15. She needs 25 to give good testimony, IIRC.

General rule for that is:
-If it increases Val's trust, it's GOOD testimony
-If it decreases Val's trust, it's BAD testimony.
Look at Angie, for example - she gives pretty obvious good testimony (as far as the Protagonist is concerned), but it still lowers Val's Trust. As such, Angie's testimony is bad.
