I'm not sure, but the higher the Protagonist's level, the higher the odds she'll spawn. She seems to show up pretty quickly at level 20+ (but it's still highly luckbased).

I once had to wait for like 3 minutes at level 30 but another time, I had barely hit level 5 and she showed up.
