Well, this page is a longshot anyway, but this seems like a more proactive version of the Frost Queen's plan. Hitting the town instead of just hunting in the dungeon. So it could be hooked onto the Intelligent Monster plotline.

And being morally questionable IS a pretty weird reason, with the mind control and rape currently in the game.
