It's not a glitch. If you cast Charm on a character, they get a Big Heart (see Affection ) meaning they're helplessly in love with you and won't mind if you have multiple girlfriends.

For her to count as your slave, you have to cast SUPPRESSION. Suppression and Grapple are basically the only two spells that lets you enslave people.
