The following criteria has to be fulfilled:
-Complete the Bimbo World NG
-Sarah must be a doll.
-You must complete Bimbo's Gone Wild (Bimbo World NG+ exclusive)
-Agree to give Val bimbofication powers at the end of the route
Once all of this is done, change Val back to a bimbo and Sarah will show up in the school hallway.

THE FOLLOWING IS VERY IMPORTANT: MAKE SURE YOU TURN SARAH INTO A DOLL BEFORE YOU ENCOUNTER MS. RACK.
Beat Cass in 1v1 and enslave her. This is required for the Doll Sarah route, as you need 3 slaves to access Jane's private classes. For the third slave, I just went ahead and grabbed Julia.
Cast Stone Skin on the line "Like plastic, for example?"
Tell her you're dating someone else (not sure if this one matters)
Speak to Sarah and agree to turn her into a doll again.
Turn her back. Don't enslave her.
Speak to Ms. Rack
Flirt with Ms. Rack
Speak to Ms. Rack again
Interfere now
See the following scenes (in this order): Sarah (streets) - Molly (item shop) - Cassandra (school hallway) - Dr. Tiff (her room - required to complete this route) - Jane (her room) - Julia (library - click on Julia's icon) - Val's harem (dungeon floor 1)
Molly MIGHT be possible to skip but I suggest you see it for safety.
