Any scenes involving Julia spending time with the Protagonist is after fixing Ashley's mind (seen the scene on floor 15 of the dungeon). Once you see it, she should appear in the Protagonist's house.

There might be a dungeon floor requirement I don't remember of the top of my head - should be no lower than 18 I don't think.
