1) It's not listed in the version history to be added in version 0.51. As such, do not claim this.
2) No, you cannot on a new game just have 30 affection and be level 15 on her. I tried this. It did not work. On a NG+? Yes. On a REGULAR NEW GAME? No. She needs to mention her past at some point.
