I suggest you check the dungeon page for locations for all stairs. But basically, it's hidden in the water, second room from the left on the upper side.
If you play as Dan (Bimbo World NG+), then start it again, you'll come to the scene in which Val transforms Ms. Rack into a bimbo again.
During that scene, you'll get an option: let it play out again (which leads to a bad ending) or interfere this time.
Choose to interfere and Val will instead make Ms. Rack give Dan a titfuck before running off completely nude.
Both Ms. Rack and Val are locked into their Bimbo versions at that point and cannot change back without starting a NG+ (either Faculty Control or Mysterious Book NG+).
